ACIL Tasman has extensive experience in development of framework methodologies and conducting Government program evaluations requiring robust and defencible findings

This includes: identifying if there is existing “best practice” and incorporating these principles into any model; determining the most appropriate technique to apply to the evaluation, e.g. cost benefit analysis, real options, program logic setting the boundaries and requirements for the evaluation i.e. what information is needed; and identifying the best way to collect relevant information e.g. surveys, interviews, external consultants.

ACIL Tasman has extensive experience in conducting evaluations of state and federal government programs. Such evaluations often required consideration of three key principles:

• appropriateness i.e. does the market failure justifying the program still exist?
• effectiveness i.e. to what extent have planned outputs been achieved?
• efficiency i.e. has there been best use to inputs to achieve outputs?

An important feature of ACIL Tasman’s evaluations is recognition of the counterfactual, i.e. what would have been the case without program. Failure to recognise this concept can lead to misleading and therefore inaccurate results. ACIL Tasman also has extensive experience in obtaining information for evaluations, including surveys, interviews and data collation. Analysis and statistical manipulation of results and subsequent reporting produces economically sound results.
