Owen Kelp is an Energy Consultant with ACIL Tasman. Owen provides quantitative analysis, economic research and advice to clients primarily relating to the gas and electricity industries. He has extensive modelling capability using various software packages and programming languages as well as practical experience with operations research methods including linear programming and optimisation. He also has a good theoretical knowledge of financial markets and instruments.

Modelling is Owen’s core competency and since joining ACIL Tasman, has lead the development of a number of gas and electricity market modelling projects including:

  • GasMark Global – ACIL Tasman’s global model for gas trade for both LNG and pipeline gas
  • GasMark – ACIL Tasman’s regional model of the interconnected Australian gas market
  • GasMark New Zealand – supply demand model for the New Zealand system
  • PowerMark – detailed model of the National Electricity Market used for price forecasting and asset due diligence
  • PowerMark WA – detailed model of the Western Australian electricity market.


In addition to model development work, Owen has experience on a broad range of energy market assignments including:
  • Upstream conventional and coal seam methane economics
  • Market demand, supply and price forecasting studies
  • Strategic market positioning studies for various industry participants
  • Transmission and distribution networks: project evaluation, throughput forecasts, asset sales and due diligence work
  • Project evaluation: financial modelling, market studies and economic benefits
  • Regulatory and policy change impact studies on the industry and broader economy
  • Gas-fired electricity generation studies, including analysis and simulation of baseload, peaking and cogeneration facilities.


In addition to his gas industry work, Owen has also worked on assignments in other related industries such as coal and minerals.

Owen has a Degree in Business, specialising in Economics and Finance and a Graduate Diploma in Applied Finance and Investment through the Financial Services Institute of Australasia (FINSIA).
