Cheewah Cheah is a Senior Consultant in ACIL Tasman's Melbourne office.


Cheewah specialises in the economics of competition law, network costing and pricing, and regulation.


Between 1996 - 2001 he was Principal Advisor (Microeconomic Reform) in the Victorian Department of Premier & Cabinet and (later) Assistant Director (Reform Policy) in the Victorian Department of Treasury and Finance. In both these positions, he was closely involved with utility and competition policy reforms. Since then, he has consulted and advised telecommunications, broadcasting, rail transport, aviation and electricity industry clients; as well as government agencies and economic regulators in Australia, Malaysia, New Zealand and Singapore on a range of network competition and regulatory matters.


More recently, he has provided expert opinion on competition matters related to the provisions of Malaysia’s Communications and Multimedia Act 1998 and has appeared as an expert witness before an arbitration tribunal in Malaysia.
