  ACIL Tasman has provided secretarial services to the Powerline Bushfire Safety Taskforce. The Taskforce was established by the Victorian Government, following the catastrophic 2009 Black Saturday bushfires, to investigate the full range of options to reduce the risk of powerlines starting catastrophic bushfires. The Taskforce was required to recommend a 10-year plan to the Victorian Government that maximises the value to the Victorian public by considering the reduction in the risk of catastrophic bushfires and the effects on cost, supply reliability, landowners and the environment. The Taskforce delivered its final report to the Director of Energy Safety at EnergySafe Victoria on 30 September 2011. The report has subsequently been forwarded to the Victorian Minister for Energy and Resources.   ACIL Tasman has prepared a high level desktop analysis of international electric vehicle (EV) market penetration strategies and of the impact a comprehensive introduction of EVs would have on the electricity supply infrastructure in Perth. It found that the cost gap between EVs and conventional cars has become significantly smaller in recent years and is expected to be closed around 2015. At his point of time a systematic introduction of EVs to Perth would become viable. This process would have two key benefits: • Western Australia would have the chance to become a technological leader in EV support infrastructure and thus open new export markets. • The additional electricity demand created by charging could be used to fill nightly demand valleys and thus increase the (currently low) load factor in the SWIS.

  Perth Executive Director Mark Chatfield presented to the 5th Annual Mining the Pilbara conference, arranged by IIR Conferences, on July 18. Mark spoke about iron ore demand and expansion, port capacities, labour demand, and energy supply and demand in the Pilbara. His talk highlighted the emergence of energy supply as critical issues for development in the Pilbara, and that the 15 per cent allocation of gas from LNG export projects is insufficient to supply the domestic gas market. Mark also raised potential infrastructure issues, including the apparent overbuilding of port capacity at the Pilbara. He also discussed export related issues, including difficulty for WA in supporting simultaneous rapid expansion of LNG and iron ore exports, and the difficulty in creating a magnetite based export facility at Oakajee given the growth plans for the Pilbara, the scarcity and cost of labour, and energy penalties facing mid-west projects. ACIL Tasman concluded that both the MRRT and extended PRRT were both unlikely to cause any change in domestic electricity fuel prices. This means that wholesale and retail electricity prices likely to remain unaffected by either the MRRT or extended PRRT.   ACIL Tasman has undertaken an independent analysis of the effects of carbon pricing on the black coal mining sector in Queensland and NSW . The analysis was based on survey responses covering 85 per cent of production from existing mines and 50 potential new projects. It found that production with a gross value of $22 billion would be lost from existing mines to 2020/21. Also, up to 37 per cent of production and employment from potential new coal mines would be lost. The estimates are conservative. Further analysis will follow release of the Government's proposed carbon price trajectory and treatment of the coal mining sector. The report adopts a broader definition of urban water services than has traditionally been accepted to embrace liveable cities, urban water cycle management as well as the traditional areas of water and waste water service provision and management. The report was prepared with inputs from more than 30 respected water sector experts and, in addition, engaged specialists from inside and outside the sector to review and provide additional and alternative ideas. The study assessed the economic impact of the proposed reforms on legal practitioners, law practices, consumers, governments and the wider Australian economy. We are currently preparing a Regulatory Impact Statement regarding the proposed reforms for the client.

  A major study of an inland rail route between Melbourne and Brisbane (via Parkes, Moree and Toowoomba) has been released.  ACIL Tasman was one of the principal consultants, along with Parsons Brinkerhoff and PricewaterhouseCoopers. We undertook the demand analysis and participated in the economic analysis and other aspects of the study, which may be found on http://www.artc.com.au/Content.aspx?p=175. The study found that the project was expensive in the Toowoomba Ranges area and would not be economic at the likely levels of freight until a later date. The government subsequently announced that in late 2014 it would begin pre-construction activities (complete detailed planning and undertake the land acquisitions necessary to preserve the corridor).

  ACIL Tasman is pleased to announce that it has appointed Mark Chatfield as Executive Director based in Perth and responsible for Western Australia and the Northern Territory. Mark has taken over from Ian Satchwell who recently stepped down from the role but who will continue to take an active role within the firm as a Principal Consultant. Mark comes to ACIL Tasman after a long career steeped in energy markets at the senior executive level, particularly in Western Australia. He has wide and deep experience having run Western Power's generation portfolio, marketed gas for Ampolex and later Mobil Corporation and played a key role in the Carnegie Inquiry (1992-93) which recommended the the preferred structure for the energy industry in Western Australia. On the appointment of Mark Chatfield, CEO Paul Hyslop said, "ACIL Tasman is very pleased to have been able to appoint someone of Mark's calibre to this important position for the company. The executive summary is now available on the Association’s web site. Geospatial information supports a wide range of services and policy decisions in local public services. Many excellent and innovative examples show the benefits of Geospatial information in local service delivery, citizen and business use. However, the economic value for geospatial information underpinning local services is little understood. The LGA Group has commissioned Consulting Where and ACIL Tasman to undertake research to find out more about the value of geospatial information in local public service delivery and as a public good. For example, Geospatial information has contributed over £ 230 million to efficiency gains in local public service delivery in 2008/09.   ACIL Tasman recently undertook a cost-benefit analysis of National Legal Profession Reform proposals for the Australian Government Attorney General's Department. The reform proposals aim to bring about a national legal profession and a national legal services market through uniform and simplified legislation and regulatory standards, as well as clear and accessible consumer protection. ACIL Tasman estimates the national system will cost about $4 million a year but will result in savings to regulators, law practices and legal practitioners of up to approximately $22 million a year.   The Government of Western Australia has announced a new framework for regulated routes in the WA intrastate aviation network, following and extensive review.. ACIL Tasman was retained towards the end of the review process to assess the outcomes of the review, consult with key stakeholders and make recommendations to the Minister for Transport. The new framework will open up current monopoly routes between Perth and Albany, Geraldton, Exmouth and Exmouth to competition. The Geraldton route will be subject to open competition like the northern routes to the Pilbara and to Broome. Aviation operators will be invited to lodge expressions of interest to operate regulated routes by the end of June. The demand study was part of a large Alignment Study and involved numerous customer interviews, and market research, freight forecasting including the impact of carbon trading, fuel price scenarios and alternative economic growth scenarios. ACIL Tasman made market share predictions based on the service characteristics and price of the proposed railway and competing modes of freight transport using a multinomial logit model.

The study was directed at understanding the barriers to greater use of rail, especially for linehaul tasks. The revealing survey shed light on price, operational issues and the importance of a customer focus. Large and small freight forwarders were clearly differentiated in terms of their ability and willingness to incorporate rail freight into their logistics operations.

  "Unconventional gas" has become a hot topic in Australia, following the recent surge in production of shale gas and tight gas (gas contained in low-permeability sandstone or limestone reservoirs) in North America. While much of the focus in Australia has been on the rapidly growing CSG sector, a good deal of attention is now being paid by explorers to shale gas and tight gas prospects that have the potential to host very large gas resources. Paul Balfe (Executive Director, Brisbane) recently addressed the Excellence in Oil & Gas Conference in Sydney on the topic of "Unconventional Gas and Petroleum: The Next Generation".   In April 2010, Tourism NT released its five year strategy to grow airline services into the territory. This strategy provides the framework to realise future growth in airline services and to develop a vibrant aviation industry. General Equilibrium modelling undertaken by ACIL Tasman using Tasman Global (ACIL Tasman's in-house Computable General Equilibrium model) was crucial to the development of this strategy. Modelling undertaken for NT Airports as part of an economic study of Darwin and Alice Springs airports found that these airports contributed $357.4 million in value added to the economy n 2008, with a further $484.4 million realised through air-related visitation. This growth was further supported by more than 1,600 jobs in Darwin and more than 300 jobs in Alice Springs.   Four new Senior Consultants – Marianne Lourey, Jeremy Tustin, John Roberts and Nick Will-Johnson – have joined ACIL Tasman in Perth and Melbourne, building the company’s capabilities in energy, water and transport. * Marianne Lourey has joined ACIL Tasman’s Melbourne office. Marianne has more than 25 years experience predominantly in the energy sector, working in, and consulting to, government, regulators and industry. Her expertise includes energy and climate change policy, economic regulation, energy supply security, business management, business development, manufacturing and power system planning. Marianne joined ACIL Tasman from the position of Executive Director, Energy Sector Development with the Victorian Department of Primary Industries. Prior to that, she held the position of Manager, Network Regulation at the Essential Services Commission. Previously, Marianne was a Director at KPMG, where she provided advice on a range of energy and water issues including full retail competition in electricity and gas markets. * Jeremy Tustin has joined the Melbourne office from the South Australian Department of Treasury and Finance and before that the energy division. Jeremy advised the State Government on energy efficiency, renewable energy, climate change policy, rural and urban water policy, and water and wastewater pricing. Prior to joining the SA Government, Jeremy worked with the Australian Competition and Consumer Commission, where he conducted investigations and managed litigation in a range of industries. Jeremy is also experienced in consumer protection issues. Jeremy spent a number of years as a Research Associate with the Centre for Regulation and Market Research within the University of South Australia where he conducted research on consumer protection, mergers and trans-Tasman competition regulation. * John Roberts has rejoined the Perth office after three years as Project Director of the water legislation reform program at the WA Department of Water. John has 35 years experience in water policy, industry development, science and technology and agriculture gained across several government agencies including the Departments Agriculture, Resources Development and Commerce and Trade, the Water Corporation and The University of Western Australia. John’s areas of expertise include economic analysis and policy, economic impact analysis, regulatory and legislative reform, feasibility studies, business planning, financial analysis and project evaluation. * Nick Wills-Johnson joined Perth office from the position of senior research fellow at Curtin University, where he undertook industry-funded research examining the impacts of competition policy on railway investment in Australia, and the economics and governance of railways more generally. He was also completing his PhD in economics at the same time, examining the structure of retail petroleum markets and the influence of this structure on pricing. Prior to his focus on academic research, Nick was involved in consultancy projects in competition policy and infrastructure and industry policy-related fields in Australia and overseas. He has experience in both quantitative and qualitative economic analysis, with a particular focus on infrastructure, regulation, competition policy and institutional economics.

  ACIL Tasman was commissioned to examine the economic impact of the Ranger mine of Energy Resources of Australia Ltd (ERA) on the Northern Territory and its relative economic contribution compared to other industries in the Territory. ACIL Tasman's analysis estimated that ERA's Ranger operation directly contributed $230 million to the NT economy in 2008, with an additional indirect impact of $320 million. Further, the Ranger operations were estimated by ACIL Tasman to have contributed around 1,900 jobs in the NT, including more than 450 at the Ranger operation.   The Indonesian and Australian Governments have agreed that much more needs to be done to build economic linkages between the two countries. In the history-making speech to the Australian Parliament by the Indonesian President, Susilo Bambang Yudhoyono on 10 March, he noted that the two economies had great synergies and cited GDP and population statistics. "The prospect of Australia and Indonesia is indeed bright and exciting, but these impressive statistics need to be reflected in our partnership", he said, "We need to do better to harness...economic benefits. We need to encourage our private sector to do more business with one another." ACIL Tasman provided input to the feasibility study for a Free Trade Agreement. In answer to a question from ACIL Tasman's Ian Satchwell at a business forum in Sydney, Dr Yudhoyono said that he wanted to 'bring stakeholders on board' and that the 'FTA must be fully supported' before the Indonesian Government commits to negotiations. Ian Satchwell, as convenor of the Free Trade Advisory Group of the Australia Indonesia Business Council, will be involved in bilateral business discussions about support for the FTA, or as AIBC has styled it, an 'economic partnership agreement'.

  Infrastructure Australia has released ACIL Tasman's report on the development of a National Energy Grid. The report examined the ability of existing energy networks to deal with the implications of the government's policies on the expanded renewable energy target (RET) and the Carbon Pollution Reduction Scheme (CPRS). The report drew on the results of consultations with energy network service providers, regulators, government and industry stakeholders. It found that development of gas and electricity grids will require new investment to meet not only growing demands, but also challenges driven by climate change policies, including the growing share of renewable energy in the market. ACIL Tasman supported the broad consensus among stakeholders that the current and planned regulatory arrangements should help to ensure that energy transmission infrastructure will continue to be built in a timely manner. It said that any consideration by government of whether to invest in transmission infrastructure on the basis of the potential broader economic benefits should be informed and supported by the findings of rigorous economic modelling.   Head of ACIL Tasman's gas practice Paul Balfe addressed the inaugural LNG Outlook Australasia conference in Perth on 10 December 2009, speaking on the topic of "The PNG LNG Project and its role in the rapid expansion of the PNG economy". Paul also joined panellists Alastair Sharpe-Paul (Enesar Consulting) and Dr Bruce McConaghy (Petromin) in leading a forum session on "LNG in PNG: Long-term viability, financing and development". The PNG LNG project has the potential to transform the economy of Papua New Guinea, boosting GDP and export earnings, providing a major increase in government revenue, royalty payments to landowners, creating employment opportunities during construction and operation, and providing a catalyst to further gas-based industry development. ACIL Tasman has forecast that the project will create more than 10,000 direct and indirect jobs and result in more than $33 billion being spent on Australian goods and services. The presentation covered New Zealand's policy of unilaterally reducing its import barriers in the 1980s - 90, without requiring parallel reductions in other countries' barriers - the forces and analysis that led to it, the arguments against waiting for others to liberalise, and the results. The course was run by the Australian APEC Study Centre at RMIT, Melbourne. Officials attending came from Indonesia, the Philippines, Thailand, Vietnam, Papua New Guinea and the APEC Secretariat.

Significant project construction activity is now scheduled to commence in 2010. ACIL Tasman congratulates the co-venturers on the achievement of this critical milestone. Co-authored with Richard Robinson (General Manager Operations – PNG, Oil Search Limited), the paper showed that the value of latent capacity that could be tapped by MAOP upgrade of existing Australian gas transmission pipelines is at least $500 million and could be in excess of $1 billion.
