General Equilibrium, Market, Spatial Modelling and Data Analysis

ACIL Tasman has extensive experience in applying modelling techniques to provide solutions to economic questions.

We have developed leading models of Australian gas and electricity markets, the Australian economy, transport modal decisions, water supply options and location issues.

ACIL Tasman also has the capability to provide financial and policy evaluation models which can be used in scenario and planning analysis, regulatory pricing determinations and ad hoc analysis.

ACIL Tasman’s modelling capabilities have been utilised by both private and public sector clients for:

• commercial due diligence
• cost benefit, triple bottom line and real options analysis
• economic, financial and regional modelling
• market analysis and forecasting
• resource allocation analysis
• strategic planning of supply options.

Electricity and gas market modelling

ACIL Tasman combines consultants’ knowledge and expertise with our energy market models PowerMark, GasMark and GasMark Global to provide analytical and strategic advice on energy markets.

These models have been used by industry and government to assist in:

• asset valuations and due diligence, including risk assessment
• the timing of new developments
• gas and electricity procurement and contracting
• forecasting and scenario planning.

Real options evaluation

ACIL Tasman uses real options valuation techniques to support investment planning, management and decision making in the presence of substantial levels of uncertainty.
Application of these tools has included the management of risk in highly volatile water, energy, R&D and commodity markets and long term development of the operational capabilities in the Australian Defence Force.

General equilibrium modelling

ACIL Tasman has developed one of Australia’s leading models for analysing the economic impacts of policy and commercial decisions.

Tasman Global is a state-of-the-art, dynamic model of the world economy, capable of analysing issues at global, national and sub-national levels.
ACIL Tasman has applied this model to undertake policy analysis, project evaluation and economic impact analysis across a wide range of sectors.

Transport modelling

ACIL Tasman has provided modelling support in transport projects, including:

• forecasting the total freight market (by origin, destination and commodity)
• forecasting freight mode shares using surveys and a logit model of modal choice
• analysis of freight operating costs
• econometric analysis of freight and passenger growth.

Spatial modelling and data analysis

ACIL Tasman’s staff are experienced in applying the latest Geographical Information Systems (“GIS”) in economic consultancy.

The ability to map and explore spatial links between economic, social, demographic and physical data has numerous benefits. Almost any economic problem that contains the question “Where?” can be enlightened through the use of GIS.

ACIL Tasman has combined GIS capabilities with Tasman Global to assess the overall impact of changes in economic activity and/or productivity in a regional economy.

Typical consultancy tasks include:

• urban and regional planning
• natural resource management
• infrastructure planning
• market supply and demand analysis
• policy impact studies
• identification of priority areas for service provision.

Regulatory pricing models

Regulated entities in a variety of water and energy markets have engaged ACIL Tasman to provide modelling support for the calculation of the revenue required in pricing determinations.

Our models include regulatory, financial and asset management planning components.
We have also provided a variety of detailed tariff models and models of tariff basket price controls.

Business competitiveness model

An international benchmarking model is available to examine the attractiveness of regions for major investment. The model draws on extensive, publicly available datasets on world competitiveness, complemented by survey data.
