Infrastructure Projects, Programs, Pricing and Policy 

ACIL Tasman and its founding entities have over two decades of experience in providing analysis, evaluations and advice related to infrastructure projects, programmes, pricing and policy. This work has involved several skill types (economics, public policy, accounting and finance, comparative institutions, regulation, decision tools, modelling) and practical experience with implementation. ACIL Tasman has worked on infrastructure issues in Australia, New Zealand, Asia and UK/Europe. 

Besides our general capabilities, we have specific teams for energy, water, telecoms and transport and can draw on specific skills such as GIS-based geo-demographic mapping and General Equilibrium Modelling. 

ACIL Tasman operates at the rigorous end of the spectrum. We do not, for example, do work to “justify” unsound projects, but we can provide robust analysis which will assist in obtaining approval for sound projects from Treasury/Finance departments or private sector financiers.  

Having been involved in many of the privatisations of infrastructure and other government services over the past decade, we also have expertise and understanding of the interaction between public and private sectors in service provision -- including financial sector reform, competition policy, public-private sector partnerships, government and risk management.   

Among private sector clients, we specialise in the analysis of markets, their competitive dynamics and their regulation. In addition to the assignments related to infrastructure, we have undertaken considerable work in minerals and energy, agriculture, fisheries, forestry; health, social policy, transport and water.
