Alan Smart – Gas market modelling and gas pipeline expert

Overview

Alan Smart is the Marketing Director a Principal Consultant working in the Canberra office of ACIL Tasman. He provides advice on economics, markets and policy for corporate and government clients.

Alan joined ACIL Tasman in 1999 and since that time has undertaken a wide range of projects in the energy, water and infrastructure sector. This includes gas market assessments in Australia and New Zealand for AGL, Alinta, Duke Energy, Zinfex, Edison Mission, Macquarie Bank and Mariner Financial Services. In mid 2005 he completed a study into the impact of LNG and CNG on the New Zealand gas market and he has advised major energy users in Tasmania on gas and electricity market operations and risk management. Alan was the project director for the review of the Liquid Fuels Emergency Act undertaken by ACIL Tasman in 2004 and 2005.

Alan is also the Executive Manager of the Council of Rural Research and Development Chairs which focuses on evaluation of the impact of research and development.

In 2000 Alan was the lead consultant on the ACIL Consulting review of the New Zealand Gas Market for the Ministry of Economic Development. This and in 2003 was gas market advisor to the Tasmanian Government in the negotiations with Powerco on the natural gas distribution network and he currently advises companies on gas contracting.

Prior to entering consulting in 1998, Alan had over seventeen years experience as a senior executive in the Commonwealth Government in the energy, water and agriculture. He has extensive experience in water policy reform and regulation. His appointments were in senior policy advising roles as well as in business operations including Chief Executive of the Pipeline Authority and Executive Director of the Timor Gap Joint Authority. Relevant areas of Alan’s work included oil pricing and taxation, gas and electricity market reform, regulation, pipeline access, risk and safety policy and corporate governance.

Alan is qualified in engineering and economics and is a Fellow of the Institution of Engineers, Australia.
